To use, pick up the artifact and spray paint the entire design (circle around and the eye in the center). This creates obscuring ink/paint in your opponent's vision, reducing their ability to aim and fight. They do still have small gaps to see through.
To defend, use dispelling censer, or wait for the effect to time out.
